When Spies use a disguise, they look like the class they're disguised as to the other team, but their team mates will see them normally, but with a paper mask of the class they're disguised as.
So a RED Spy disguised as a BLU Engineer will look like a BLU Engineer to the BLU team, but will look like a RED Spy with an Engineer mask on to RED team. The RED Demoman is wearing multiple masks, so to BLU team, he looks like all the classes at once.

But wouldn't he be blue then? He's still red in that picture.

no he took the mask from a blue spy witch would mean the mask are red, therefor he is still red

then that doesn't make sense does it?... if he takes the amsks of enemy spies, then those are the masks the blue team sees as merely paper masks. it's his teammates that should see him like this

Enemy spies have the option to disguise themselves as the other team, that's a given.

Meaning that BLU spies can disguise themselves as RED team members and vice-versa. The RED Demoman had killed and taken the masks of BLU spies, meaning that all the disguises would represent RED teammates.

yes, masks that the RED team sees as full-blown costumes, and the BLUE team sees as just just masks. the colour doesn't matter, if a blue spy wears a red mask, blue teammates don't see an enemy, they just see a red mask.

even if someone else took the masks, they would still just look like red masks.

it's the RED team that will see the fullblown costumes that this demo man is wearing.

But! the Blue team can't see if the Red team are disguised or not!
