Depends on two things.
1) Where you get it. The only time I felt pain because of the area of the tattoo, was when I got a tattoo over my spine.
2) How long it takes. When I got a very detailed tattoo on my arm, the tattoo artist worked for 5 hours. After 4 hours is started to be quite painful.
