I can still get on it, and download torrents... Maybe it's just blocked for certain IPs, since it likely isn't having a law enforced on it but this sounds more like that new policy setup the major ISPs have started where they are unilaterally censoring the internet. Go to your adapter settings (control panel -> Network & Sharing -> Change adapter Settings, on the left)
-> Look for your wireless adapter that is connected, or local area connection if you're plugged in.
-> Right click properties
-> in the checklist doubleclick "Internet Protocol Version 4 (TCP/IPv4)"
-> Click the radiobutton "Use the following DNS server addresses" and fill in the below values
Preferred: 8 8 8 8
Alternate: 8 8 8 4
Each digit must be separated with a dot "."
Okay and close ****

Just use another torrent site. A lot of torrent sites use the same trackers for major items.
