It's in the Dawngaurd expansion, and they do 25 damage, better than the Daedric arrow damage of 24. You ake them with dragon bone and firewood. YOu get firewood from cutting wood. They also introduced dragonbone weps. and hthey're pretty good. They are better damage than Daedric weps actually.
