There are shadows in Skyrim -- you can see it on the lighting in the entrance area in OP's screenshot --, but each light has a corresponding no-shadow version as real time shadows hogs performance. It doesn't make sense to not have shadows in Dragonsreach though and changing it in the modkit is very easy once one's familiar with the basics of the level editor.

My guess is he doesn't know, but it looks like cinematic ENB with some texture packs, maybe with verts better vegetation.
Don't hold me to it though.
