It's part of the game, they speak absolute gibberish.
It's like a cartoon-y speech pattern, where it's implied what they're saying.
It's one of the game's trademark qualities.

Actually no, Simlish just plain gibberish. At least when they tell the voice actors to the sims they have always basically said "speak gibberish", at least up to the original Sims 3. If they invented a language after that, I don't know, but the actors still just talk gibberish. Same goes for the people recording their songs in Simlish.
