The description is retarded, so yeah it's a page of the first chapter of the new RWBY manga, supervised by RT, and Created by the late Monty Oum.
You can find the rest on Mangahere/Mangatown, and possibly some other sites. If you can buy it, I definitely would. Or if you don't want to buy it, then don't. Either way it was bound to get online for free as soon as it came out.
