To everyone who's going "WTF's going on here?" I have arrived with an explanation.
The girl in the last panel that looks all ****** up is called Penny. Penny is not human and is actually a synthetic person that was presumably built to combat the Grimm. However what sets Penny apart from other robots and synths is that she can create her own "Aura" which basically every living thing has (Except for the Grimm)
Penny is shown to have free will and is capable of feeling emotions making her very human like. Ruby Rose befriends Penny and after stopping a truck with her bare hands she reveals the fact that she is not human to Ruby. This artist drew what would probably happen is Penny was severely injured, presumably protecting Ruby. This ends my attempt to explain what's happening in the picture and give a little backstory to Penny.
((She can also fly and shoot lasers from swords in her back so there's also that.))
