The closest english equivalent would be probably "a cartoon show" or something along those lines. For "the westerners" the term "anime" is specifically used for shows that have been produced in Japan i.e. NOT The Simpsons, Archer, DuckTales or RWBY.
It's the same with manga. Manga's literal translation is "a comic" and as such all of the Marvel and/or DC comics are "manga" to them. But you wouldn't call Deadpool a manga, would you? Of course not, because manga, for "the westerners," means a black and white (I know of only one exception) japanese comic read from right to left.
While I do like the level of analysis you gave to this subject, I would like to point you out to the first few words of that definition " a style of Japanese film and television animation" now the reason why I underlined style is because while it is true that anime isn't exclusive to Japanese culture though there are times where I wish parts of it were , it is however limited to a very specific style of art.

No, I've said that to the Japanese people it's all anime, but to us, people from the western hemisphere (Americans, Europeans) and actually even for all of the asian countries that aren't Japan, the english equivalent of the word would be "a cartoon show" or something similar. Oh, I made it sound like Astro Boy and Clannad are on the pic - they aren't, sorry. I meant for you to look them up, it was actualyl a coincidence that Gankutsuou (it has moving textures for character designs, worth looking up vids/gifs) and Tatami Galaxy are in the pic.
While it's true the style for each show is different they still some very similar key points, for example the eyes, hands, mouth, body shapes and even the hair but those similarities show mostly in Tatami galaxy and clannad.

I consider the Avatar series to be an anime. It is done in anime style so yeah I consider it anime. I have also seen it on countless watch anime sites, so I think others would agree. It was also animated in a korean studio witch earlier you said can make something anime. I also consider Teen Titans to be very much an anime rather then a cartoon.
When most westerners refer to anime they are referring to manga that has an Anime adaption. That style is what they refer to when talking about anime style. Hell Google the word anime and it literately says a "Style of Japanese animation". Styles Can be emulated , and repeated by other cultures that produce the same thing.
The best example I can think of is martial art's. If someone learned Karate in Canada then proceeded to master it. Use it in everyday life it is still Karate.
