if you have read a little of history, you would know that in modern times international law says that the republican government body that logically arises in the interregnum (anarchy is other option, but with the UN the scenario is not that usual as it was) is the only one with legitimacy to accept a new pretender, what means that the pretender has to negotiate with a politically diverse parlament which always results in a loss of power for the monarch and a transitionto a Parliamentary monarchy
So, no, even if the dalai lama was an absolut governor before the chinese intervention(who has ever denied that in any case?) doesnt necesarily implies that he will come back as an absolut monarch, in fact, as said above, the scenario meets the conditions for classical transition to constitutional monarchy.
And also, the dalai lama has declared himself in favor of democracy and a democratization of the tibet, he wouldnt receive political assylum by a democracy like the India if it were otherwise

TL;DR: the dalai lama doesnt plan to govern the Tibet with an iron fist. he has declared it himself and there are not historical precedences that say otherwise, if you have just read for the first time the wikipedia article about the dalai lama and you are excited and feel superior to the rest of the human beings for knowing a few irrelevant anecdotes
