I dispute that claim. Discord is a god (Well, as close to one as you could get), and Celestia had no power over him without the Elements of Harmony. My theory is that while the Alicorns are extremely powerful mages and demigod-like in their own right, they are not capable of bending reality to their will as a god would.

All unicorns are capable of the bending of reality to some degree, via magic. Discord still has the distinct magical glow about his claw while sustaining magic. Therefore, if Discord is a god, then Celestia and Luna are still gods, albeit, lesser gods because of the fact that that they are incapable of preforming the same feats of magic as him. However, with some outside help they are capable of defeating him. Similar to the Greek gods and the Titans.

In the episode "Hearth's Warming Eve" we see that unicorns raised the sun and moon before the time of the princesses. Discord had that magic glow, SOMETIMES. He also was capable of conjuring a glass of explosive chocolate from thin air without any glow. He transformed all of Ponyville into a chaos-ridden distopia. While Celestia and Luna are powerful, as I acknowledged, they don't have nearly the degree of control over anything that even the greek gods had. I think of them more akin to the mage-queens of Equstria, rather than gods.

When Discord preforms an act that is instantaneous, such as making explosive chocolate appear, he snaps his fingers and a spark appears, as well as another spark where the change occurs. This spark is strikingly similar to the spark that appears about Twilight's horn when she casts a spell that has a near instantaneous effect, such as teleportation. Being that Twilight is nowhere near as powerful as Discord (though I bet she could put up one hell of a fight) she must "charge" her spell before it takes effect, thus there is a small glow about her horn beforehand. This says that Discord is REALLY GOOD AT MAGIC. Being that Celestia and Luna are the only ones, aside from Discord, capable of manipulating the sun and the moon in the present Equestria, the spell must have been long forgotten in pony history, and by that alone, are gods in their own right.

...We are having a discussion, over the internet, over the deity status of two supporting characters in a cartoon. I don't know how to feel about this.

episode one prologue. explains that two deities that were princess sisters rule over the land of equestira. I may be wrong however. But what truly defines a god? Ares was a god, and all he did was kill people. Two immortal beings with powers over the sun and the moon, and physically rule over the world would fall under my categorization of a god anyways. Not to mention powerful magic and being the only beings left alive aside from discord with knowledge of the art of warfare.
