It is extremely obvious that it is a multiplication sign. Also, it's G+CM/G=P+1. The real question is how are the units of coolness measured?
Anyway, let's say it's on a scale of 1 to 10. The garment is 1.5 points cool, but the cutie mark is 7 points cool. That would end up being ((8.5/1.5)-1)0.1
The shirt would be 56% Cool.

We don't know what units the coolness is measured in. Also, it's not G/G, it's (G+CM)/G. You don't divide the garment by itself, but you divide the garment and the cutie mark together by the coolness of the garment. Just because I have (2+3)/2 doesn't mean I can say "oh, it's 2/2, so the answer is 3." It's 5/2!!!!!!!!!!!
