You are in a special interest group, I am in a special interest group, what is being said here is that if you only look at a small fraction of legislation that it looks like the government does not represent the people.

Special interest groups are different in politics than in regular speech and they typically refer to lobbyists (sometimes environmental/ social but mostly industry lobby groups)
Most government decisions are based on what wealthy or influential people want to happen, that is why there has been little progress on environmental regulations, unpopular wars are fought, gun-control measures that >70% of NRA members want can't get passed, etc.
Wealthy people provide money that gets politicians elected, if those politicians do what the wealthy people want, they get rewarded with high-paying jobs and speaking arrangements once they leave office (or sometimes during). If they do not do what these people want, then the wealthy give their money to somebody else who will and the politicians are quickly voted out of office.
In a system where 95% of elections are won by the candidate with more money, corruption is almost inevitable and it systematically encouraged.
Finally, there is a large amount of overlap between the wealthy and political classes and they tend to be more similar to eachother than to the average voter. This leads them to tend towards policies wealthy people favour regardless of monetary incentives
