not like normal hard, but it used to be where you had to have a specific reason to carry and then the police wouldnt give it to you, heck they even didnt allow a retired police officer even though he was trained and had a reason to carry a gun

then there was that black woman in usa who, whole passing by 2 guys on the street talking, one said something derogatory about women, so said ape ranted at him, complained to the guys boss so aggressively that the guy (a father of 3) got fired from his job, and the she-ape plastered **** all over facebook saying "she stood up for womens rights"
