To add to the other comments on this topic, yes it's intentional. It's called an animation smear. It's meant to simulate motion blur. The old Looney Tunes shorts used smears heavily.

It might be converted (It means the .gif is actually a programmed animation (similar to a vector) converted to a set number of frames that play in sequence: a .gif (similar to a bitmap)). Probably is. One of two cases, it was deliberate and some particular frames look weird because the nose is all stretched out. This is what causes that blurring swoosh speed effect that you see(motion can't happen at a very fine resolution at too low a frame per sec (as you see in most .gifs) because the space in which to show the motion is smaller than the distance that speed would occupy).

I'm pretty sure it's intentional, to make it appear more like a "blur" of motion. Since it's only a few quick frames, it's meant to give the illusion of fast movement, I think.

Don't quote me on this, but I believe heavily contorted frames are used in animations quite abit. It makes the whole thing appear smoother. There's pictures of weird frames from a lot of disney movies for example.
