I'm pretty sure, however not entirely sure, but I believe that the more you outlevel the pokemon you are trying to catch, the easier it will be for you to catch. I might be wrong though.

And for all of you people spamming "False Swipe" - the move is only useful for catching low level pokémon and for nothing else. Having it on a pokémon in one's travel team would be a wasted slot.

I sell every ball and fill my inventory up with pokeballs. So I have over 200 to waste on low level pokeon

I have a lvl 85 smeargle with false swipe, spore, mean look, and foresight. The only time i use something else to catch a pokemon is if it selfdestructs. Then I use a pokemon with damp, which negates it, such as poliwrath

Just start throwing ultra or dusk balls at it depending on time of day. You will get it eventually, its not like money is hard to come by in a pokemon game
