On top of that, Shuckle makes a decent wall, having the highest Defense and Special Defense stats of any Pokémon. The only drawbacks are that it lacks a good HP stat to support it well and that Steel and Poison types are immune to Toxic.
However, it has access to the move Acupressure, which randomly raises one stat by two stages, including Accuracy and Evasion. With this, you can run a set with Rest, Acupressure, Toxic, and Encore which makes it hard to deal with unless you have one of the types mentioned before or use Taunt on it.

Bad offensive capabilities, which all good walls in OU have such as ferrothorn, jirachi, and Jellicent

I've run into a few of those sets before and I've never lost against them. Every shuckle typically carries stalling so I know to Taunt them. If I can't use Taunt then I use Trick and give you a Choice Item, if that doesn't work then I could always use Transform or have a Ditto with Imposter to copy your stats. There's also Whirlwind, Roar, Dragon Tail and Circle Throw to make you switch out. As a last resort I'd have to send out a steel or poison type. The set you have sounds cool in the lower tiers but doesn't work so well in the high tiers from what I've seen.
