Windbound is one of those guys who don't use their Pokemon for battle. He goes for the Pokemon contests that measure beauty and style. IT takes a lot of skill to maintain and care for a pokemon like that. Sure you can feed and love a Pokemon but most don't wash and brush and train like a person from these competitions
With a Pokemon like his beauty of a Delphox its no surprise hes won state competitions. Delphox is a rarity of a pokemon, powerful as it is majestic. I dont know how he got one as pretty as that though.
