Not exactly, he chooses Bulbasaur from Professor Oak. His first pokemon was a Poliwhirl.

First of all, this is based on the game, and in the game Red can choose any of them. Secondly, I assume you're referring to one of the mangas, and if you are, you should know that the most game-accurate manga is Pokemon Zensho, where he chooses Charmander. The one where he chooses Bulbasaur is Adventures, but that one doesn't follow the games as strictly as Zensho does.

**** yeah! You know, watching Red's Charmander get beaten up there, I realized something. In Fire Red/Leaf Green, Oak says Bulbasaur is the easiest to raise, Charmader is the hardest, and Squirtle is middling. It's because Bulbasaur is strong against the first 2 gyms, Squirtle is strong against the first, and Charmander is weak to the first 2.

So that's my duh moment.
