In an interview with Masamitsu Hidaka in 2008, it was explained that the GS Ball was originally going to contain a Celebi that was to be the star of a large arc of the Johto saga. However, it was decided that Celebi would be the star of the fourth movie, so the story arc was viewed as redundant and shelved. The ball was left with Kurt with the hopes that viewers would eventually forget about it. - from bulbapedia

On th wiki it states that they shelved it and that they "hoped people would just forget about it".

How could they even begin to hope we would forget about a ball ash carried with him half a season and polished every so often. Not to mention it was a ******* GOLD pokeball.

The ball was left at Kurts, btw.

they were supposed to have an entire season where Ashe traveled a separate area in the Pokemon world with celebi in the past where he would travel around with young professor oak added to his gang but then the new games were coming out and they needed to get the show to the same point as the games so they would sell well so they scrapped that season (which the first 2 episodes were made but never released) and just went straight to ruby and sapphire.

He got it from Oak and was asked by him to deliver it to professor Ivy in the orange islands.
After he delivered it he left Brock and the GS ball there
after he recovered the ball which is from mysterious origins and nobody can open it Oak asks him again to take it to another professor who specializes in Pokeballs then leaves it there. "That's were I reached in the series, but I hope it rings a few bells"
