to what I can see, they are the represent the pokemon movies. The second last entei would be the third movie, while the first one on the right with raikou and suicune are shiny, therefore from the zoroark movie. He was just lucky is all.

Fun fact, the original Zoroark movie was meant to be about Ho-oh and Lugia, mainly as a battle of the legendaries. Though the movie idea changed, the 3 dogs stayed in it.
