That's very true, but just saying, Tentacool/Tentacruel have a ridiculously strong Special Defense stat, with Tentacruel able to learn Earthquake. So, if trained right, a Tentacruel could smoke a Pikachu.

Actually, no. Tentacruel has a defense of 80 and had a Special of 120, also it can't learn Earthquake even by breeding.
Pikachu has an attack of 55 and had a special of 50.
Thus it's a 120 effective special attack versus a 200 effective special defense.

If I'm not mistaken, Pikachu knew thunder at the time, meaning its level was at least 50. If not then it at least knew Thunderbolt, which is learned at level 29
Meanwhile the strongest wild Tentacruel an Kanto are level 39.

Pikachu would either smoke that Tentacruel in a single attack, or destroy it in 2-3.

Looks like I was mistaken about the Earthquake thing, must've been misremembered. Although given Tentacruel's ability to learn Mirror Coat, if Pikachu were to use Thunder, the chances of a one-shot are still minimal, given the Special Defense and potential HP. Even at 1HP, Mirror Coat's return damage would one-shot Pikachu. This is only one possibility, of course, but Pikachu's don't have amazing defensive stats, and Tentacruel has access to Surf, Hyper Beam, Ice Beam, Sludge Bomb, and a myriad of other powerful offensives. (Along with Light Screen, which would ruin Pikachu's potential offensive.)

Mirror Coat is learned by breeding though (through a Pokémon not found in the region moreover), it can't learn Lightscreen and the most powerful attack it can learn by lvl 39 except by TM is Poison Jab, which didn't exist at the time, has only 80 power and is physical, meaning it loses the bonus it has from its higher Special stat.
Pikachu would smoke it.

Well, like I said. It can be speculated on, but that's the extent of it. While I believe that a Tentacruel could hold its own against a Pikachu, you don't. That's fine, cause we can't really say for sure. But it's important to look at that picture. That's a regular sized Pikachu, while a Tentacruel stands in at a mere 5' 3". It's shown there demolishing entire building blocks, while the Tentacool are firing some sort of destructive beam not similar to any moves available in that region at the time. So clearly, these aren't your normal, run-of-the-mill Tentacool/Tentacruel; their stats and moves aren't really measurable.

Though again, we can never know for sure.
