Only noobs use legendary pokemon mostly because if you get a Lvl.1 with good base states and ev train the **** out of it its whole life it would destroy groudon seconds

***** you have no idea what you're talking about.

All pokemon can only receive a flat amount of EVs. Groudon can get just as many as a level 1 pokemon, and his base stats are likely to be higher than that level 1 because he is a LEGENDARY.

This actually plays out really well when you think about it. So Groudon and Kyogre supposedly created the land and the ocean right? well what is there more of? ocean, whats currently happening? the sea levels are rising, ocean is slowly wining, just like how Kyogre will always win against Groudon, this is also why Groudon has a temper, it is always losing. though compared to the air, Rayquaza, they are nothing. the amount of air will always stay the same, and air can evaporate water, and erode land.

Excuse me OP.
Hydro Cannon = 150 power. 100% of the time.
Water Spout = 150 power x Current HP/Maximum HP. So it's only 150 power if you're at max health. and it lowers proportionally.

So, no. It isn't the most powerful water type move in the game.

I think they should make P-Kyogre Water/Ice and P-Rayquaza Flying/Electric in addition to P-Groudon being Ground/Fire. Then P-Kyogre should have the ability Dry Skin, and a water move (Erode?) that does something like 250 Base power over three turns to the opposite side (not affected by switching), like some sort of temporary weather/status/move hybrid. Then P-Groudon should have an ability that's the opposite of Dry Skin, and a ground-type move (Shore Drift?) that lasts for three turns and absorbs 75% of all damage done to it on the previous turn from the opposite side.
Then P-Rayquaza's ability should heal when no weather is present, and cause all flying type moves to be super effective against Water and Ground types (while on the field), with a flying-type move that deals 1/8 HP damage per turn to all sides for five turns, and is increased/decreased in damage by type matchups. Sort of like a constant stealth rock for five turns.
