All pokemon can only receive a flat amount of EVs. Groudon can get just as many as a level 1 pokemon, and his base stats are likely to be higher than that level 1 because he is a LEGENDARY.

i think he wants to say that the DV's can't be changed when you catch a legendary, which is not an argument anymore because in gen 6, all legendarys have at least 2 DV's with 31 points if i remember correctly.

You don't get how EV training works. Even a level 100 can still get 510 EV points from 0. Since they added that function of the box system, when a pokemon is stored its EVs and IVs are stored and the stats are recalculated when it's withdrawn. Trust me I used to do EV training on a forum.

Even if you caught Groudon at lvl 70 you could easily get full EVs before 100. Maybe even before 71 if you wanted to. Also in gen 3.

This actually plays out really well when you think about it. So Groudon and Kyogre supposedly created the land and the ocean right? well what is there more of? ocean, whats currently happening? the sea levels are rising, ocean is slowly wining, just like how Kyogre will always win against Groudon, this is also why Groudon has a temper, it is always losing. though compared to the air, Rayquaza, they are nothing. the amount of air will always stay the same, and air can evaporate water, and erode land.

If it works like Mega Evolution (which it looks like it will) normal Groudon comes with the ability Drought, which creates a Sunny Day like effect. Groudon naturally learns Solar Beam, one of the strongest (if not THE strongest) grass attacks in pokemon, the only drawback is it's 1 turn charge which can be negated if the move is done during Sunny Day conditions... which Groudon can create... with Drought...

With 140 SP def before EVs, and probably more after mega evo, and considering groudons poor base 100 special attack, solar beam has no chance of oneshotting any kyogre.


On the other hand, mega kyogre has a 4x super effective typing on mega groudon so could easily oneshot it.

Well, whether or not Drizzle or Drought takes effect really depends on who sends out their pokemon first. Besides, Groudon could be brought in later (after a pokemon KO) and get his Drought off that way

Groudon is not grass type so solar beam would be far weaker than even earthquake.

Hydro Cannon = 150 power. 100% of the time.
Water Spout = 150 power x Current HP/Maximum HP. So it's only 150 power if you're at max health. and it lowers proportionally.

So, no. It isn't the most powerful water type move in the game.
