That's saying each magicarp has the same change of evolving; unlikely considering they would probably only lvl up slowly in the wild; most would just die as magicarps while only the most badass magicarps would evolve and earn rank as the terror of the deep.

I would say there is a possibility that a sea monster can be anywhere.

in sinnoh you can in fact catch Gyarados in any body of water
