The effect on Terra was quite severe
With no control over the tidal effect
Rivers flooded and seasides were wrecked
Humans fled and ran for higher ground
but alas no sanctuary could be found
Earthquakes shook the very earth
Cities crumbled from London to Perth
So whilst this comet had a jolly good time
Life on Terra suffered for the sake of this rhyme

As aerys said, this Luna comes from the future where Terra is obliterated by swan, thus Future Luna doesn't "need to be anywhere else".
Meanwhile, in the Solar System party, present Terra is celebrating with present Luna.
The real problem here is the time paradox.
Swan never destroys the Universe with his revenge, so future Luna doesn't goes back in time to prevent Swan from fulfilling it's revenge, so he destroys the Universe thus Luna goes banck in time to prevent this and so on and so forth...
As aerys said, this Luna comes from the future where Terra is obliterated by swan, thus Future Luna doesn't "need to be anywhere else".
