I've got a fairly decent understanding of animation itself.
My main problem is I can't quite draw for **** in general with a mouse..

A good start for tablets is a wacom bamboo tablet

I would also suggest looking for it being used which will cost you at the msot maybe a 100 bucks

Also don't think you are going to be amazing right away. It takes months before you can get used to it
