Usually, Keter is reserved for SCPs where the foundation can't stop them from breaching containment and fucking shit up OR they pose a large threat to humanity.

096 can be easily contained, and as long as he remains contained, he's pretty safe

My personal most hated is one that's a cup or a bottle that looks empty, but when you touch it you can't let go of it, and it fills up with either shit, semen, piss, blood, etc, and you rapidly dehydrate, and you can't drink anything but what's in the cup.
