Clearly the sign is only indicating that you can't make a PERFECTLY shaped left turn. The green arrow indicates that it's ok for you to turn left in a fashion that is perfectly straight, and not rounded. How you do that is beyond me. What the fuck I'm even talking about is also beyond me.

It's a Cars reference . You have to turn right to go left.

When the traffic lights work the signs don't matter as the lights are managing the crossroad. When the traffic lights break then you follow the signs. So in this case since the lights are working you get to turn left. When it starts blinking yellow (to signalize it's out of order) then you're no longer allowed to make that turn and have to go around.

Trafficlights rule over signs.

Meaning, if the sign and trafficlight "disagrees", you listen to the lights.

If the cop is behind you then it must be ok to turn left there. Since you cannot go straight the cop must be turning left
