It's a river bank, many male butterflies (particularly Papilionidae) partake in what is called "puddling." Basically they piss on moist river/pond beds which draws nutrients to the surface and they then proceed to drink it up through their proboscis. Some Nymphlidae are also attracted to rotting meat and scat. Butterfly probosci are actually very sharp at the ends.

If you look closely, you'll notice that only Papilio's are on the ground and the Nymphalids are on the fish.
