Actually the sodium ions create voltage differences when they enter the cell. Thats what triggers the muscles. Since the muscle cells are still somewhat alive this replaces the nerve signal and thus the muscles twitch :)

muscles do not create thier own energy or electricity, the salt could be causing a chemical reaction producing energy in the muscles for brief periods then reacting with the nerves like the brain would, resulting in a 'nerve twitch'

The salt (sodium chloride) breaks down into Na (sodium) ions that are positively charged. These then enter the nerve cell membrane. This results in the depolarisation (the inner membrane becoming positively charged). This change in charge causes a potential difference (voltage) known as an action potential. The action potential travels down the nerve cell to the effector (muscle) causing contraction. As the salt breaks down by dissolving on the surface of the frogs legs and diffusing into the cells the muscles contract and relax resulting in the "dancing effect".
