It's actually a Leatherback Turtle's throat. They're actually the largest turtle in the world and they eat only jellyfish.

It uses those projections to hold down the jellyfish. This also causes major problems when they encounter plastic bags in the ocean. Once they mistake the bag for a jellyfish, they will attempt to consume it and suffocate due to their inability to dislodge the bag.
