We were at war with Japan and we tried to keep civilian casualties to a minimum. We told Japan we had a new weapon that we will use if they don't surrender, and they ignored us. Also, before we Nuked either of the cities, both times we dropped tens of thousands of pamphlets warning civilians that we were about to bomb the city.
