There's a few champions that are really cheap (450 IP) that are good for people just starting out. Try Master Yi, Garen, Ashe, Ryze, or Nunu, all of them are relatively easy to learn and are cheap. Like people are saying, look on solomid.net if you need help.

i got 400 RP for reaching level 3, are any of the ones you mentioned worth buying with RP? or am i best to just save IP and buy them?

No, you can get 450 IP after a few bot matches. Although maybe buying them with RP right now isn't so bad because I don't think you can buy anything with 400 RP. I still have the 400 RP from when I became level 3.

All I have to say is hang in there, as you level up you'll get better and the people you play with will get better. The learning curve is tough in League because the matches are matched by level, and if it's a team full of beginners nobody really knows what they're doing.

adding to anon's response, mobafire is definitely the place to start, and like he said, last hit minions, and dont push your lane until you have either wards or have killed anyone who is not visible on the mini map
