Yes, and Viktor's based on Doctor Doom.
Talon on Ezio.
Cassiopeia on Medusa.
Pantheon on Leonidas, if not Spartan #45 from the backrow in 300.
Syndra shares similarties with Midna, though I wouldn't outright say they're that alike.
Varrus on Hawkeye.
Zyra on Poison Ivy.
Point is, there's a fine line between paying homage and ripping off.
Riot seems to have forgotten that. Though I assume they simply don't care.
If you want originality, you're playing the wrong game.

Riot loves their references man. Talon is very similar to assassin's in Assassins Creed. Volibear is a reference to the armored bears in the book/movie The Golden Compass. And of course there are many more. Pic unrelated but funny anyways.

Many champions are based off of other characters from other games etc.
Instead of saying "They didn't come up with anything for this champ, they just stole the concept from elsewhere", you should be thinking "They brought this cool-ass character into the League of Legends, and made it possible for him to be unique on Summoner's Rift in another way than what he was elsewhere.
