Where would we put the excess water? If we put it outside of the sea walls that would rise the sea level quite a lot which would flood other areas of the world?

if we could filter the salt water to get pure water and distribute it to regions that need clean water, that would be cool

It wouldn't raise dramatically, as witnessed by the non-existent problems that the creation of flevoland ( a province of The netherlands) caused.

The real problem would be that the surrounding area would dry out, as happened when we made the noord-oost polder ( The first part of Flevoland.). There has to be water between the old land and the new land, or the groundwater will flow into the new land, and be pumped away, leaving behind dried out old land.

All a pissed off world leader would have to do is send one missile anywhere at that wall and you can say buhbye to the northern coast of Europe. Not even a world leader. An angry fisherman with access to C4 could wreak havoc.

also what would happen when the ocean swells, the levies would have to be much higher than the ocean, and be exceedingly thick. that much work is far beyond feasible.

if your talking about a dam which is a mile or two high, then the extra 40 feet or so the the ocean swells won't be a problem

a mile or two high yeah. I was curious and looked up how deep the Baltic sea actually is. Deepest point is 2300 feet. averages 312 feet. A dam 2-4x as tall as the ocean is deep. that would be the largest man made structure ever. anywhere. 5-10k feet tall. might be excessive. but dam....
