Because Russia has a pretty bad economy, they earn less compared to us. so the companies compensate for that.

I used to run my own CD-key store and I can tell you why russian CD-keys are always cheaper.

1: Maaaany CD-keys are stolen in the country and distributed, impossible to track.

2: Stores goes bankrupt and corporations swoop in to buy all the bulk games for practically nothing.

Both are reasons i've learned makes them capable of undercutting. But also a degree of what #1 said.
