I think the blood on the dog is supposed to be what Rorschach is seeing in the Rorschach test. To seem sane, he says that it looks like a butterfly instead of what he actually sees. I might be wrong though.
Also, is this a reference to when he kills the dogs that belonged to the guy who killed that little kid? Or was that just in the movie?
