Fine print reads: "See Gen. Weitzel's Report to Gen. Batler (sp?), on capturing several hundred wagon-loads of inmates."
Date: 1853, eight years before the start of the Civil War
The probable explanation is that these were blacks trying to escape to the North, and the political artist chose to represent the "catch" as an elephant. Quite sad, honestly. I wonder what happened to all those people. Probably resold into slavery.
