Well, they were already in a war. Not much you can do about it when there's a few million men between you and the victim, you have to fight the war.

In this instance, there's not really any dialogue at all about the camps in DPRK, they're just mentioned off hand, there's no real plan to dissolve the state and if there is it is on the back burner of everyone's mind. Sadly the best course of action may very well be waiting the regime's lifetime out. They'll collapse soon enough.

The main issue with going to war with them, is think about how little he would care about the lives of his civilians. He would sooner destroy the capital when our soldiers are in there and his people than be captured or killed. More of the people we would be trying to save would die.

You can go online right now and find photos taken from American planes flying over Auschwitz during the early 1940's. Before American intervention. This image, is of an American pamphlet boycotting German industry (circa. 1937-1939). They may not have known to the FULL extent of the atrocities, but were certainly aware.
