Have you seen the movie Idiocracy? Though it was a comedy, it was very well thought out.

Stupid people, rednecks and such, fuck like rabbits because they're stupid as fuck. They cheat on each other and basically have a dickton of uneducated little incestuous cuntlick children who do the same twenty years later.

The smart people wait until marriage and a good financial position for their life, then have one or two kids.

It's just math from that point. Soon the majority is fucking stupid.
