I'll admit, I really liked this scene. It made sense for the New 52 Rogues to be like this, criminals but not killers. Too often I find that the super villains are willing to kill almost anyone to get their way - take Spiderman's Vulture. He's not insane and by all accounts just looking for one big score so he can retire, but he's perfectly willing to murder innocent people in cold blood to get there. Captain Cold isn't. He's not a murderer and that's why he and Flash can have mutual respect.
The Flash is a hero in every sense of the word and he's not out to kill his villains, just to put them away for the crimes they have honestly committed and not with excessive force either.Yes, they're opponents, but they're not enemies and so they've never truly wished real harm on one another, not like Reverse Flash does, or like the relationship between Batman and his villains.
That is why I love this scene, it speaks so highly of Flash that his villains respect him enough not to want to kill them and fits well with the characters they've established, not as hardened killers but dedicated criminals. He always had the power to cripple the Flash or police officers, to kill them with near ease, but he never did because he's not a bad guy. He's just a supervillain.
Its also evident in The Flash series, Cold himself thanks Flash, because he had to up his game and go beyond normal means, testing and pushing himself to make a great plan and defeat Flash
This will always be my favorite! New 52 really mucked up a lot of things, but they did Cold well!
As for my recommendation, I strongly recommend everything by Geoff Johns! You'll fall in love with his way of doing things, and it's pre-52, of course!
