I've been to Canada once late autumn visiting relatives. It was no were near as cold as Scotland at that time, Its probably down to Canada having less wind and rain to make the cold more depressing though.

Humidity is also a key factor in how "cold" somewhere feels as well as the air temperature. Areas closer to open water will feel colder at the same temperature. (Just thought i'd add this in)
