When I was a kid I used to rent all kinds of anime on VHS and most of them are intended for adults like Perfect Blue and Wicked City , even stuff that is ****** /gory like Urotsukidōji, there was no censorship so I watched all the classic animes and movies.

well, it's not the same as this but two former Disney studio animators are making a movie called 'Art Story', where two characters go through a bunch of famous paintings, and they adapt to the style of whatever painting they are in.
for example: Starry Night

Well, Studio Ghibli did create a motion picture with a similar concept. It's called Iblard Jikan… yes, it's only 30 minutes long and the characters themselves are still animated separately. But you will get an impression.
