Quite sure the first one is wrong, it's the greater the mass defect, the more energy is being released.

Thats because M in that equation is actually a relativistic mass with this definition
M=m/sqrt(1-V²/C²)
M is the realtivistic mass
m is the rest mass
V is the speed of the body
C is the speed of light in the vacuum
You can see as the speed increases, the denominator gets smaller and so the relativistic mass increases.
