This might be simple to make. I think it uses a 4011 decade counter with each output connected to a transistor then a relay to turn on the lights. a lm555 sent to send just 10 clock signals to the 4011. I might try to make one. Depends on My lazy level.

if it was science the light bulb would move near instantaneously not wait for a moment as the electricity "transfers through the bulbs"

Note that there is a little black box beside the outermost bulbs with what looks like a button. My guess is there's a spring in there. So button pushed --> wait predetermined time --> spring on the other side activates.

As for the lights, that's just a matter of a timed switch as well.
