The picture is a bit misleading.. That's the silly-putty stuff made with glue and borax.
The recipe you gave is for the non-newtonian substance that is hard when you touch it fast and such, but goop when you slowly mess with it.

I remember we made that in school or ******** , and they gave us a recipe to take home and try with our parents.
