well, yes It IS based on our inability to understand the collapse of the wave function, but the fact that if an electron when observed going through that lovely double slit appears to "chose" which slit to go through, there is no reason to say why it went through that particular one, or if it went through the other, so the easiest way to explain it simply using a theory is that it goes through both or neither simultaneously, but we can only observe one of the possible outcomes.
