Let's say that the frequency of Red light is 440 THz and that the frequency of Blue light is 640 THz.
Let's also assume that the speed of the car with the sticker is 0 m/s.
Using the Doppler Effect formula we can conclude that in order for the viewer to see a Blue sticker, he must be traveling at 136,363,636 m/s which is about 305,036,766 mph

Ok for anyone who doesn't get the joke, because of the Doppler effect, an object moving towards you is blue, and one moving away is red. This is because when you move towards something, the light rays are compressed (and move towards the blue end of the spectrum), and when you move away, they elongate (and move towards the red end of the spectrum).

So basically:

/\/\/\/\/\/\/\/\/\/ (epic light wave) Blue light
/ \ / \ / \ / \ / \ / \ / \ / \ / \ Red light
