This is how they add textures to cheap-ass plastic products.
First they take a plastic film with the desired design and colors, then they place it in a heated water bath which it floats on. This melts the film. Then, the products that the design is to be transferred to is carefully dipped into the bath. The plastic sticks to the product and the product is removed so that the design can harden in the air (which is does extremely quickly considering it's thin-ness).
This might actually be wrong though, it could be a chemical process, but it is basically the same.
