Paint, GIMP, and if I am correct FJ has a comic maker of it's own. Just search a bit for it.

Well, you could go buy Photoshop, that's about the best there is. MS Paint comes installed on any machine running windows.
www.gimp.org/ Gimp is like Photoshop but free and much more complicated.
www.getpaint.net/ I use paint dot net, it's like ms paint on crack, it's free and lightweight and has addon support.
